What's at stake:
Right now, in Genesee County, the regional economic development center (GCEDC) is accepting written comments on the request for a $1.46 billion subsidy for a data center at the STAMP mega industrial site in Alabama, NY.

The data center complex, proposed by STREAM US Data Centers and Apollo Global Management, threatens the quality of life, well-being, and cost of living of local communities. It also violates the sovereignty and way of life of the Tonawanda Seneca Nation, and poses massive social and environmental risks for all of New York state and the Great Lakes Bioregion.

The GCEDC needs to hear from members of the public to stop this massive data center by April 15.

Note: Governor Kathy Hochul will also receive your message. Why?The Governor is talking a lot about energy affordability these days. But she recently awarded $56 million in public dollars to finance an electrical substation that would service the data center at STAMP. This would use 500 MW of electricity, which is equivalent to what 410,000 homes use in a year. This data center would jack up electricity rates, increase air pollution, and more.

Here's what your letter will say:

To the Genesee County Economic Development Center (GCEDC):

I submit these comments as part of the public hearing record pursuant to Article 18-A of the New York General Municipal Law as well as the SEQRA Environmental Review Process for BUFA Project Double Reed — the data center complex proposed by STREAM US Data Centers for the STAMP mega industrial site in Alabama, NY.

I oppose the financial incentives request submitted by STREAM US Data Centers; I demand that GCEDC follow all of NYS DEC’s recommendations; and I call on GCEDC to:
  • Reject the incentives application;
  • Conduct a Supplemental Environmental Impact Statement (EIS) focused on data centers at STAMP;
  • Conduct a Supplemental EIS for the entire STAMP site, taking into account new laws and regulations as well as other changes, including changes in plans for the site since 2012;
  • Ensure that SEQR analysis incorporates review of cultural and environmental justice impacts on the Tonawanda Seneca Nation and includes input from the Nation, DEC, and the State Historic Preservation Office on those impacts.
  • Conduct SEQR review that includes a detailed impacts analysis for both the construction and operations phases of the project, keeping in mind that construction is forecast to take at least five years;
  • Require prior to completing SEQR review that independent studies on issues such as noise, air emissions, geotechnical analysis, traffic, and water impacts be completed and made available to the public;
  • Require prior to completing SEQR review that a public hearing is held AFTER all studies and application materials are finalized and made available to the public.
